i find this such a retrograde step

can you imagine being the child who's parents received the letter

straight away this will set up issues of low self-worth and low self-esteem which have been proved time and again to promote obesity rather than reverse it

I can't see the problem of children being weighed at school - surely it's nipping the problem in the bud before they become fat adults. Have you noticed how many fat children have fat parents. It should be the parents' responsibility to ensure their children are eating healthy foods and not stuffing their faces with junk food but too many parents don't take responsibility so unfortunately it is up to the school to do something about it.
